If you are an Admin on a system and you need to delete the project completely, you can do that even though it contains sites with uploaded files.

Here is how:

1. Log in to the CloseOut web app
2. Select Administration > Projects 
3. A list of projects is displayed. You can search for a project.
4. Hover over the name of the project, and the icons on the far right will appear. 
5. Click on the trash can icon and confirm if you are sure you want to delete an entire project, even though it contains data.
6. The project with all sites and files uploaded to them will be permanently deleted.
